The first set of valves have kind of a light bluish color.
Are they different then the second set?

The valves are the same.
The color you see is a dry lubricant that is baked on at about 200 degrees for 15 minutes.
Hopefully it will help things remain free and smooth with less wear for years.
Or, it may plug up the works in two months and be a real pain to deal with.
We'll see either way.
